The public toilets at Cheadle library have been closed for a while due to blockage issues.
They have now been re-opened (and, of course, as part of the Community Toilet scheme you are very welcome to use these toilets whether or not you’re using the library). The blockage issue hasn’t been fixed (some issue with a narrow pipe that’s some distance from the actual toilet, I understand) so library staff will continue to monitor and it may have to be closed again.
There are two other community toilets in Cheadle – at Jackson’s Fish Bar on Ashfield Road and the Star Inn on the High Street. Both are public toilets – the Council pay the businesses, and in return the public may use the toilets without any need to be a customer.

That’s a relief!
I was at the library today and the member of staff I spoke to was somewhat pessimistic about how long they will remain unblocked. Is there any hope of a more permanent solution to this problem?
Yes, the aim is to find a more permanent solution, but it seems it might take significant work (e.g. laying a new pipe underground) so it’s not trivial to sort out.
