Cheadle Area Committee – decisions taken on planning apps and road schemes

Cheadle Area Committee was held at Bolshaw Primary School yesterday.

  • Inspector Steve Gilbertson gave a short presentation on the work of  the local Police and their partners, joined by Nigel Hudson and Vashti Jellis from the Council’s Community Safety Unit.  Inspector Gilbertson noted that the model developed in Stockport of sharing information between agencies in regular meetings was paying off.  Crime has fallen for the past eight years in Stockport and continued to fall last year.   Overall reported crime was down an impressive 12% between 2010 and 2011, with Anti-Social Behaviour down 28% – nearly 600 fewer incidents over the year.
  • Planning application 48882 is to convert one of the units on Old Rectory Gardens (the parade of Cheadle shops by the post office) to a restaurant.  Residents are rightly concerned about noise and odours, given bad experiences with other shops.  We decided this needed to be looked at more closely so – as with the KFC application a while back – we referred it to have a site visit and be decided by the Council’s Planning and Highways Committee.
  • Planning application 49360 is to convert old garages at the rear of the Tatton House Studio, 11 Old Hall Road, Gatley to a one-on-one holistic studio space.  After extensive consideration, with concerns about noise and overlooking from some neighbours, the committee decided to grant the application subject to conditions to tackle the concerns raised.
  • Planning application 494548 for a taxi booking office at 216A Finney Lane, Heald Green was approved, with a condition to prevent it becoming a stop-off point for taxi drivers and customers.
  • A proposal to reduce the waiting time on Old Rectory Gardens, Cheadle to 15 minutes (from an hour) was amended – councillors felt 20 minutes was short enough to produce the turnover the businesses want whilst giving a little more time for people queueing in the Post Office.
  • The Committee approved proposals to put double yellow lines on Gatley Road each side of Riversdale Drive, to fix a problem of people parking across the pavement and blocking it.
  • A new parking scheme for Depleach Road, Cheadle including a small number of residents’ parking spaces and some short stay parking was approved.  It’s hoped this will stop the problem where residents have trouble getting in and out of their own driveways because of people parking inconsiderately.
  • The proposals to enhance Gatley Green and block off the cut-through road was approved.  This has been covered in detail previously.  Proposals to upgrade the proposed new paving surface on the cut-through road were approved.
  • Parking restrictions for the northern Oak Road area of Cheadle were approved, with one change.  Some residents on Oakfield Avenue were concerned about the proposals for yellow lines on the southern end of the road.  We agreed that the double yellow line on the southern side of the southern end of Oakfield Avenue would cover the junction but not extend further up the road, and that this could be reviewed if problems persist.
  • Proposals to remove part of the double yellow lines on Ladybower Road, Cheadle Hulme were approved (the proposal having been consulted on and agreed by a majority of residents who responded).

    Re: Double yellow lines at Riversdale, similar lines don’t stop the parking in front of Shirley House further up where the planning application specifically refused permission to park there. One can get on to the area via the office entrance. The footway may be defined as a lmited width from the highway. It is an offence anyway to drive off the road where there isn’t a dropped kerb. The little bit of non-marked has been a useful stopping point for vehicles to sort out their route.

    Iain, re 48882. If it really is a restaurant rather than fast food, it is surely more welcome than the pawn we shop we now have on Rectory Gardens!!

    Hi Iain,

    Re the restaurant proposal on Rectory Gardens – would just mention that the problem with KFC has still not been sorted out – nearly 4 years down the line! It’s not surprising that local residents have not confidence in the Planning and Environment Departments at Stockport Council.

    iain not extending the yellow lines at the end of oakfield ave will mean that when people cant park at the other end they will come to this end….bad move iain

    Denise – the lines are being extended, but (on the south side of the southern end of the road only)not as far as originally planned. This is due to objections from residents.

    Looking at the responses to the consultation, it’s clear that – as with residents parking – there are genuine differences of opinion between residents. I hope we can find a workable solution that improves the situation.

    Also, re yellow lines and illegal parking, the lines are no use if they are unenforceable due to the missing posts at the end of each line which state what the parking conditions are. Remember back to the arguments pre-election!! Were those errors ever corrected?

    John – Yes – there’s been a survey of the parking restrictions and over the next few weeks problems that have been spotted will be fixed, for example by correcting signs, putting up new signs and repainting lines.

    Paul – Having got written confirmation that the Sainsbury’s money can be spent on the crossing, we now wait for the money to actually be handed over. I’m hoping that will be pretty soon, but unfortunately, it’s bound up to some extent in the legal planning process so I can’t get a date at the moment.
